The Ontario Ministry of Transportation (MTO) has retained Stantec Consulting Ltd. to complete the detail design for interim operational improvements to the Highway 401 and Kingston Road 38 Interchange in the City of Kingston as shown on the map. The Transportation Environmental Study Report (TESR), prepared during preliminary design identified a technically preferred alternative for long-term improvements at the interchange as well as interim improvements that could be implemented in the short-term to address operational issues. The purpose of this project is to refine the recommended plan for interim improvements that was carried forward from the preliminary design study.
